Vice President, Contracts and Compliance
Job Description
The Vice President of Contracts and Compliance will be responsible for the review and execution of all prime, subcontractor, and corporate vendor contracts. They will work with and inform the Chief Financial Officer (CFO), Account Directors, and functional managers of the contractual obligations and will ensure that required reporting is accomplished. They will initiate and oversee other corporate compliance initiatives to establish and implement consistent policies and procedures to include information security.
Duties & Responsibilities
- Work directly with the CFO and Project Operations Manager to review/execute new contracts and to ensure their proper entry in MarCom Group’s timekeeping and project management system.
- Conduct contract overview briefs with account leads and functional managers to ensure familiarity with the Statement of Work, contract deliverables, and other applicable contractual requirements.
- Ensure all required contractual reporting is accomplished per the FAR, DFARS, HSARS, GSA schedule, and contract-specific requirements.
- Develop and maintain a master schedule of the reporting requirements.
- Assess the need for, initiate, and oversee corporate project improvement initiatives.
- Create workflow diagrams for corporate contracting and compliance initiatives.
- Participate in Staff and Corporate Support meetings.
- Build relationships with clients and partners to establish positive working interactions and ensure timely and effective contracting actions, to include NDAs, TA’s, CTA’s, and subcontracts.
- Serve business development efforts by interfacing with Systems for Award Management (SAM), BETA-SAM, and necessary GSA portals, and by leading pricing volume response.
Knowledge, Skills & Abilities
- Expertise in dealing effectively with contracts involving FAR, DFARS, HSARS, GSA Schedules, Information Security Standards to include DoD’s new Cybersecurity Maturity Model Certification, NIST 800-137, ISO-9001, ISO-27001, DCAA compliant timekeeping, and project management systems.
- Excellent communications, both verbal and written, for the purpose of identifying and assessing compliance gaps in contract performance.
- Ability to effectively develop and implement corporate compliance policies and procedures.
- Maintain knowledge of evolving information security standards and requirements for government contractors and apply that knowledge to protect MarCom’s physical, intellectual, and IT security systems.
Education & Experience
- BA or BS degree
- 10+ years experience in overseeing and negotiating federal contracts
